p.s. i have an idea that the russian notion of народ can be modeled by a system with peak performance requirements. that is, народ is treated by the governing elites as spare capacity in times of crisis. russian citizens that make up народ havе no rights; their main obligation is to to be ready for self-sacrifice.
in the west, the government is held responsible before its citizens for a crisis it creates and/or can't handle; therefore, there's less need for the russian concept of self-sacrificing народ.
