I just got an idea that the economic theory of tort law might explain the character of a nation, including Russia. Empirically, we can use the data from the survey about best and worst cities for visitors (Moscow being the worst and Tokyo the best).

We might also be able to explain the Solzhenitsyn's maxim: не верь, не бойся, не проси.
