A miracle of the Day

In spite of being a small, poor country with few natural resources, Prussia became one of the most powerful states in early modern Europe. "At the beginning of the seventeenth century. .. [t]here was nothing to indicate that Brandenburg or Prussia would ever play a major part in German or in European affairs" (Carsten 1981:174). In spite of these disadvantages, the Prussian army grew from about 2,000 in 1650 to 30,000 in 1713, 136,000 in 1755, and 194,000 in 1786 - by 1740 Prussia already had the fourth largest military in Europe (Hinze 1981:136). One of the main reasons for this anomalous rise to power was the efficiency of Prussia's system of tax collection (Schmoller 1898:138;Dorn 1931:404; Dorwart 1953:30).

How people create time and other milestones

A totally arbitrary and meaningless milestone — 1,000 goals — creates a background for tracking. Once the background is there, we can start obtaining data and convert the data into information, i.e. verify and attach meaning to the data. Furthermore, we can create knowledge, by connecting this information to other pieces of information, e.g. other players who reached the same milestone, teams that had the most players that achieved the milestone, etc. We can even obtain a certain wisdom, by trying to predict the future, based on the knowledge. Thus, the entire system of data-information-knowledge-wisdom has been created out, practically, nothing.

Animals are known for being able to track targets against a background. Many animals use mimicry to defeat this particular tracking mechanism. I wonder whether the ability to build dynamic backgrounds is unique to humans.



UPD: I think I got carried away a bit with the idea. Animals do mark their territory, creating background for future reference. They also have a way to estimate time, based, e.g. on degradation of smells. Nevertheless, they probably don't have the concept of a round number.

Борьба с коррупцией: Пруссия и Сингапур

Удивительно, насколько система предотвращения и борьбы с коррупцией в раннем Сингапуре похожа на систему в Пруссии в добюрократические (по М.Веберу) времена (17-18 вв) http://www.jstor.org/stable/2096226.

Во-первых, монарх лично нанимал всех налоговых инспекторов (3000 человек!), т.е. система не была иерархической в ее современном понятии.
Во-вторых, монарх лично занимался проверками.
В-третьих, проворовавшийся инспектор/чиновник получал, практически, волчий билет и из-за этого лишался средств к существованию. В Пруссии при найме предпочтение отдавалось инвалидам войн с сильными увечьями. Побочным эффектом такой политики было то, что при увольнении они не могли найти другую работу. У более знатных чиновников проводились конфискации имущества и, поскольку налоговый офис передавался, практически, по наследству, все последующие поколения лишались этой привилегии. (ср. с "номенклатурой").
В-четвертых, в борьбе с коррупцией не было исключений для высокопоставленных чиновников (и друзей).
В-пятых, система местных проверок была коллегиальной, а не строго иерархической, поэтому утаить воровство было необыкновенно трудно.
В-шестых, excise taxes, которы очень трудно собирать, применялись только в городах, где концентрация облагаемых товаров была самой высокой, что снижало потери.

Если учесть, что прусские монархи кроме контроля за сборами налогов занимались еще и войнами, реформами армии и системы образования, включая университеты, то работали они день и ночь. То же самое можно сказать и о Ли Куан Ю. Потемкинские деревни при нем были невозможны.

При Дэн Сяопине сохранение партийного аппарата при постепенном выхолащивании идеологии тоже сыграло положительную роль. Еще помогло сознательное снижение роли тайной политической полиции (эквивалента КГБ). Прусская система оценки роста среднесрочных показателей и опроса крестьян о злоупотреблениях схожа с китайской.

Pulp Fiction vs Great Detective, S01

Please don't laugh, but today I watched Pulp Fiction for the first time.  What a great movie! I don't know why, but I was convinced that I saw it long time ago. Maybe those were just episodes or clips or something.

At some point during the movie I got a feeling that I was watching an ingenious parody of Great Detective, Season 1; with the black guy (Samuel L. Jackson) playing Matthew McConaughey. Somehow, the time got warped and the parody was filmed before the original.
