It looks like neither Peskov, nor his boss Putin realize that Ukraine is no longer a part of Russia. Fundamentally, since Ukraine is an independent state and a member of the UN, Russia cannot have sovereign rights in Ukraine beyond mutual country–level agreements and other international obligations. Annexing a part of another country because of a perceived violation of non-existing sovereign rights is delusional malice.
"The only thing we want is that our national interests, our sovereign rights and sovereign interests ... [are] treated with due respect. As soon as it happens, there will be a time for new renaissance in [our] international relationship."
