Recent events present an interesting moral philosophy question, whether economic sanctions are a form of collective punishment. Here we can see a sharp contrast between western financial sanctions and Russian agricultural counter-sanctions. The former deny western banks high profits from Russian energy and banking sectors. The latter deny Russian citizens access to affordable foodstuffs.
