Если упростить все максимально, то традиционный капиталистический либерализм сводится к 3 принципам:

2. Граждане свободны заключать между собой контракты, которые не нарушают права других граждан - Valid Contracts.
3. Государство предоставляет механизм защиты прав граждан и их контрактов - Protect Rights and Enforce Valid Contracts.

Очевидно, что США, Китай, Италия и Россия очень сильно отличаются в возможностях применения этих принципов. Опыт Китая показывает, что права частной собственности в сочетании с contract enforcement в более-менее вменяемом государстве могут творить экономические чудеса.
