Trump (or most likely his lawyers) doesn't deny the fact that he said that. Rather, he denies the fact that he said it to Bolton.

I NEVER told John Bolton that the aid to Ukraine was tied to investigations into Democrats, including the Bidens.

но я имела ввиду, скорее, намерение (уйти от ответственности через перекручивание (подмену) слов или намерений).
ну вроде, "а докажите что это российские войска помогали захватывать власть в Крыму. Это просто вежливые люди. Форма из военторга. а разве на ней написано что они из россии? У вас есть доказтельства, что они называли себя российскими военными? Если нет надписи на форме и не вам лично под присягой, и под запись на 10 рекордеров и видеокамер не говорили, значит вы не можете нам нчиего доказать, и у вас нет оснований считать, что это российские солдаты" итд.
