This is practically a recipe for industrial success in Germany and Japan after WWII.

Это не Геродот предлагает, а бывший царь Лидийцев. Он попал в плен к персам, и его сделали главным советником императора.

Сравнение людей с животными всегда интересно и наводит на возможные аналогии поведения. Но в изучении общества это ошибка, потому что человеческие сообщества развиваются совершенно по-другому. Мы в принципе не может себе точно представить, о чем и как думает кошка или кабан. Тем более, когда они собираются в стаи и т.д.
