upd: it would be interesting to consider Popper's concept of falsifiability from a Philosophy of Information (PI) perspective. I wonder whether Floridini does it later in the book. It feels like the existence of a case where a theory doesn't carry any information (i.e. is false) shouldn't determine whether the theory has value or not.

upd2: propaganda breeds ignorance because its targets (citizens) don't acquire information. Those who create propaganda act from malice, while those who act based on propaganda, do so from ignorance.
