Does a service economy require low corruption (when compared to a manufacturing economy)? Is it related to high information costs of services relative to goods? For example, Singapore was able to create a thriving service economy — governance, finance, education, tourism, health — because(?) the government made sure that the business environment was largely corruption-free. Even in S.Korea services, esp. international, are not as developed as in Sgp. What about Hong Kong? How is it different from mainland China?
