The truth is that Mr. McConnell preferred a vote on the supplemental aid bill for Ukraine from the start. But the right of his caucus wanted cover for the Ukraine vote and demanded border reforms.

The mistake by Sens. Lankford and McConnell was assuming that Republicans who demanded border provisions were sincere. But those Senators ran for cover as soon as Mr. Trump handed down orders not to give Mr. Biden anything he could take credit for.

The death of the border deal is at bottom a bloody-minded operation by Mr. Trump and his allies to flog border chaos through November—and, if possible, bring down Sen. McConnell as GOP Senate leader. Are they following the House GOP? The war of all against all that has followed its coup against Kevin McCarthy means new Speaker Mike Johnson couldn’t even pass an Israeli aid bill this week. That revolution is eating its own.

That would be a tragedy for brave Ukraine and a strategic catastrophe for free Europe and the U.S. It would also make Republicans morally complicit in an historic betrayal.
