Self-driving cars and car bombings

It's clear that self-driving cars are going to reduce auto–related deaths. What's not clear whether the technology will make it easier for terrorists to use cars as self-guided bombs. A terrorist wouldn't have to become a suicide bomber to inflict major damage on a public target. Moreover, one could rent (or hack) a bunch of cars and effectively create a bombing run using a swarm of explosion-laden vehicles.
