Max Weber considered the following conditions to be essential for the development of Modern Western Rational Capitalism:

1. The Rule of Law
2. Science (Rationalism)
3. Protestant ethic (Making money and honest labor as the calling)

In a global world, the only thing that a local government must provide is #1. Science can be imported or technology can be developed based on foreign science. The ethic can be imported through management and technological processes embedded into factory equipment. You can try to import the rule of law, e.g. through an occupation by a foreign power, but the occupied people have to internalize it eventually.

The Chinese built their version of Capitalism through the creation of free economic zones and diffusing the experience into the rest of the country. So far, the results have been spectacular. After the 19th century American industrial revolution, China is the greatest economic success of modern times.
