You can try to import the rule of law, e.g. through an occupation by a foreign power, but the occupied people have to internalize it eventually.
The Chinese built their version of Capitalism through the creation of free economic zones and diffusing the experience into the rest of the country. So far, the results have been spectacular. After the 19th century American industrial revolution, China is the greatest economic success of modern times.
