Surprised to see that these numbers seem to be average or even go slightly down in some big cities (New York, Chicago, Philadelphia, Washington) compared to their surroundings. I would expect every megalopolis to light up like Dallas and Houston do on the drug map (actually I am not even sure those are Dallas and Houston... maybe their particular suburbs?).
Just by looking at the first chart I'd guess that drug distributors got a lot better at reaching into suburbs. Also, a recent book on the epidemic says that the product itself got a lot more pure/potent than ever before. http://www.econtalk.org/archives/2017/01/sam_quinones_on.html
