If I lived in Russia I would probably believe that Ukraine is guilty of shooting down MH 17. Of course, the state propaganda is powerful, but not omnipotent. It doesn't work, unless people are ready to believe the official lies.
Psychologically, if a Ukrainian missile shot down the Malaysian plane it would give Russians at least some hope that there's a way out of their current dead end situation. This futile hope will be the last one to die.
