The report is going to be published on the 21st of January. As a side note, in the announcement Parliament is used without "the", which means that "published in Parliament" is an expression referring to a legal procedure rather than to the Parliament.

The Inquiry Chairman, Sir Robert Owen, has completed his Report into the death of Alexander Litvinenko.

Sir Robert’s report will be published in Parliament on Thursday, 21 January 2016 and will be delivered to the Home Secretary 48 hours before publication.

Shortly after it has been presented to Parliament the Report will be published on the Inquiry’s
website and Sir Robert will make a brief public statement.
